What is Ragging?

Ragging is any disorderly conduct whether by words spoken or written or by an act which has the effect of teasing , treating or handling with rudeness to any student, indulging in rowdy or undisciplined activities which cause or likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in a fresher or a junior student and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the psyche of a fresher or a junior student.” -Honourable Supreme Court of India

INC Regulations on Ragging

Indian Nursing Council (INC) has made it very clear that all INC approved institutions should strictly follow the directions of Hon’ble Supreme Court of India and Raghavan Committee recommendations without exception. It is clearly mentioned in the regulation that RAGGING is totally banned and any one found guilty of ragging and /or abetting ragging is liable to be punished.

Objectives of the Committee

  • To orient the students and parents about the Anti-Ragging committee of the institution during the time of admission.
  • To continuously monitor the students for ragging free environment after the admissions.
  • To Prevent, Prohibit, and Redress any and all forms and instances of Ragging in the College.
  • To educate the students on the meaning of ragging and what constitutes it.
  • To educate the students on the ill-effects of ragging and the legal consequences of indulging in ragging.
  • To conduct awareness programmes on the menace of ragging, its impact, consequences and redressal mechanism available.
  • To enquire into any instances of ragging that have been reported, and if necessary, take all appropriate action against the students found to have indulged in ragging.
  • To notify the appropriate authorities in cases of ragging.

Anti-Ragging Committee - Constitution and Function

  • The College shall constitute an “Anti-Ragging Committee” in the Chairmanship of the Principal at the beginning of every academic year.
  • It shall comprise of faculty members, students from the fresher’s category as well as seniors and selected non-teaching staff as nominated by the Managing Trustee.
  • This Committee shall be fully responsible to ensure that no incidence of ragging as defined in Rule 2 of these regulations takes place and will also monitor and ensure that the instructions of these regulations are followed fully at all points of time.
  • The Committee will also maintain alert vigil at all times and ensure that the Anti-Ragging Squads/Anti-Ragging Helpline of the College carry out their functions properly and efficiently.

Anti-Ragging Squad - Constitution and Function

  • The College keeping in mind number of students, hostels and hostel blocks shall constitute a number of Anti-Ragging Squads as it deem sufficient to implement Anti-Ragging Measures effectively.
  • Anti-Ragging Squads shall comprise of senior faculty members and responsible representatives of senior and fresher students.
  • The function of Anti-Ragging Squad will include taking around, patrolling the College and the common areas in the academic/administrative/hostel/mess of the College, maintain vigil at all times on all days by rotation as decided by Principal/HOD and take action if they notice any incidence of ragging either in their School/Department or any other Institution / or in the Campus.
  • The Squads will also have the responsibility wherever required to investigate incidences of ragging and to report to the Anti-Ragging Committee / Anti-Ragging Help Line for immediate action.
  • On the report of Anti-ragging Squad or any other person who is the witness of the incidence of ragging or on the complaint of any fresher student, immediate action will be taken by the Anti- Ragging Committee to decide appropriate punishment from the list of punishments prescribed under the Rules and award it with intimation to the College Authorities.

Instructions to Students

  • RAGGING IS BANNED, thereof all the students of SMVNC are advised to refrain from all such activities which are directly or indirectly related to ragging.
  • A wholehearted coordination with the members of Anti-ragging Committee will be appreciated.
  • All students will be bound to obey the appropriate punishments, if found guilty, without any prior indications whatsoever.
  • All students should intimate the incidents of ragging, if any, to the officials of Anti Ragging Committee Members number (Please find the numbers from the displayed Anti Ragging committee list in this website), immediately after witnessing the matter
